Title. Have not been able to get past the intial loading screen, have tried multiple times. Reinstalled the game. Tried a vpn. It doesn't crash, just stays on the loading screen.

No it has not worked at all on my current pc, I have tried with both steam cloud saves enabled and disabled.

Then it's very likely your savefile is corrupted.
Disable cloud saves first
Press Win+R -> %localappdata%\R5
Delete "Saved" folder
Your progress wil be gone but from now on game will automatically do a backup every time you launch the game
