I noticed that every minute in the game there is a micro stutter (even at rest).

Something's going on in the game every minute, but it's unclear what.

Streamers have exactly the same stuttering.
Checked it out.

Having the same issue. capped my FPS at 60, not dropping any frames at all (except when it stutters) but it feels like 20-30 fps

I'm having the same issue. I checked the frame rate graph in MSI Afterburner. Every minute there's a slight freeze, even when the character is standing still.

did you monitor you disk usage when it's happen ?

If the problem still persists:

Verify your installation through steam
Try the solutions from here: https://playwindrose.com/faq/#faq-crash (they are under crash category, but they generally help with weird performance issues in a lot of cases)
If nothing helps - provide your logs, dxdiag and a save
