I was killed at sea on boarding last ship during a 4 ship battle and my gear was lost it shows on the map but when I get there, there is nothing floating on the water?

Death Marker shows on the map regardless if you had something dropped from you or not (one of the ideas behind that marker is to indicate where you were last time before you died).
Gear does not drop, items from your action panel does not drop - only stuff from the backpack (yet some like potions or money is excluded from this list)
