Hi guys. first I thought it was error, but it says that reward for next level gives 3 stat points and 1 talent point. I have not recieved any talent point for 3 lvls after lvl 10 now. Is that by design, because it says I will get talent point

Not every level is giving talents, but every level gives stat points.

so its a just a typo that it says next level gives talent points, even when you do not get any talent point ?

For this particular level up you should get a talent point.
For some level-ups (1->2) you will only get stat points.
