I am currently on a dedicated server with 5 players on it and all the hardwood trees are gone. Trees that have been chopped for 3 real life days have not respawned and there are ones with stumps and without stumps and still nothing. This tree not respawning BUG is the biggest issue with the game right now.

Trees never respawn from stumps - for Divi-divi, you can destroy the stumps to get extra hardwood, no big deal, they will respawn in ~6 hours anyway.
Normal trees like ficuses / palms does not regrow at all.
To get more hardwood i'd suggest explore more foothill islands.
You will also be able to buy hardwood from Natural Resources merchant (after defeating Local highlands threat)
