Self-Hosted Dedicated on Windows Pro via SteamCMD
WorldDescription.json is being replaced with a default copy of the file on Server start. It is happening with both the WindroseServer.exe and the StartServerForeground.bat server options.
It makes this replacement regardless of any changes I may or may not have made.

I am running the server on SteamCMD with 'login anonymous'. I can't turn off cloud saves. There's no client, and SteamCMD doesn't have a command or tag to do so.

Want to add, I am also having this problem running the server directly from steam. There's no option to disable steam cloud on the server page in steam.
