neither did upgrading for the upgrade quest...

Same thing happened to me. I had to create the one hand sword to complete it.

It says "any weapon." But the halberd definitely didn't work.

You need to upgrade any melee weapon to 140 and equip it in hand to make the quest progress.

For the first part, you can craft saber and instantly disassemble it to get all materials back.
