I completed both Howm y shore adventure began and How my sea adventure began and have made it to Tortuga. However I am unable to get the Underground Network quest when talking to Long Ben. Other people on my server got the quest but i did not

Did you make a second character and world?

My first character and world I got the quest and never finished it.

I just got it on the second island near my starting one. Be sure to search all the question marks on the islands near the starting island.

TO get this quest you need to find a chest with note in smugglers cache
