I noticed nvidia users are enjoying fsr frame gen but when I turn it on on an amd card it's the opposite experience. It cuts my gpu usage and power draw in half, along with my framerate. For this experiment vsync and the framerate cap of 120 has been turned off.

with it OFF and fsr balanced: 3.1 ghz, 250-300 watts, 80-90fps
with it ON and fsr balanced: 1.5ghz, 80-90 watts, 60-70fps with horrific input lag, so I assume it's running at 30 for some reason?
It should be giving me 160+, not 60, something's gone wrong.
Now here's something interesting: when I tab out to type out this report on my second monitor, my gpu usage goes up to the normal 3ghz, 250watts, but when I tab back into the game, usage drops and we return to the same problem. Now I know that frame gen only works when a game is in focus, and it turns off when you jump to another app so that confirms something's off with it.

It seems like your graphics card acts kind of in an "energy saving mode" (maybe not literally). What potentially can help:

  • Checking if there are any relevant energy saving settings enabled
  • Resetting your graphics driver settings to default

The only two settings I could think of for power management:
I disabled ULPS in registry and link state power management in windows power plan settings.
Neither of those settings are relevant and therefore didn't do anything because they only affect things during idle.
I used the default profile in adrenalin, didn't do anything either.
I did a sanity check by testing frame gen in hogwarts legacy and assassins creed mirage and it worked as expected.
I also downloaded and replaced the "amd_fidelityfx_framegeneration_dx12.dll" and "amd_fidelityfx_upscaler_dx12.dll" in "Windrose\R5\Plugins\3rdParty\FSR\FSR\Source\fidelityfx-sdk\Kits\FidelityFX\signedbin"
(from https://github.com/GPUOpen-LibrariesAndSDKs/FidelityFX-SDK/tree/v2.2.0/Kits/FidelityFX/signedbin)
and that broke fsr 4.1 detection in adrenalin, didn't fix frame gen and i've restored the originals since.

I will mention that amd has two upgrade settings in adrenalin, one for fsr 4.1 and one for the new ML based fsr frame gen and while the fsr 4.1 upgrade goes green and enables perfectly, the ml frame gen doesn't upgrade. I thought it might be worth mentioning.

update:
I managed to make frame gen work without downclocking by enabling HAGS in windows graphics settings. I had previously disabled it because it caused issues with encoding and others report stutters, black screens, crashes etc. AMD has never officially required HAGS for frame gen unlike Nvidia who requires it specifically for multi-framegen i.e anything above 2x. That doesn't explain why Windrose needs HAGS for frame gen to work AMD side when other games don't need it but at least it's somewhat of a solution.
