not sure if this is a bug or just extreme bad luck on my part but while trying to do a quest that is lvl 7 rec i'm always having 3 lvl 12 blackbeard ships at the quest location

Thanks for the report! Thats more of a bad luck, since random spawns turn out to be this close to the quest ship. But you can try moving away until lvl 12 ships despawn and then quickly come back for the quest, it should still be there.

did that and when i get back there's a new group there

then you might have to deal with them. Or secretly approach the quest ship on your boat(its invulnerable) from not far away, do the quest and leave, without fighting lvl 12 ships

Guess I'll have to upgrade gear more then to deal with the drowned on it

I've got the same thing... On 'Sacrificial Lamb' (lvl8) quest, 'find the witness' part has spawned into the Cursed Swamp area (lvl11-15) and of course is surrounded by lvl15 Blackbeard ships 🙁
