I attempted to change the difficulty of a local dedicated server. I edit the file to easy or change any of the multipliers and when I launch using the foreground option, it reverts all changes and uses "Custom" as the WorldPresetType, but all multipliers are also reset to 1 if i try to actually customize. What can I do here?

I took the server down. Changed the file from Medium to easy. I booted back up with the foreground option and it immediately changes that file to say custom with all modifiers reset to default values as soon as the server boots up
I thought if it wanted cutsom i could change values of the modifiers instead, but as soon as the server starts, it changes those back to 1
I have tried several times at this point and launching resets values to 1 and difficulty to custom every time

All the instructions are in the dedicated manual
If WorldPresetType is "Custom" then all parameters will be initialized from WorldSettings. Incorrect values will be reset to game defaults.
If WorldPresetType is not "Custom" then preset values will be used by default.
Preset values can be overriden by values from WorldSettings if they differ. In that case WorldPresetType will be reseted to "Custom".
"Note":
To Rollback to Preset values you need to remove all elements from "BoolParameters", "FloatParameters", "TagParameters".
