EULA clarification on 3rd party server management and hosting tools

The specific part is your EULA https://playwindrose.com/eula/ claims 3.1.B - ancillary offerings related to the Game, which every AI agent seems to infer as a catch all clause.

It reads as following:

Without limiting the foregoing, you agree that you will not, directly or indirectly:

Host, provide, ... or ancillary offerings related to the Game.

So it reads as if both hosting, and management tools would require explicit permissions from you, this seems like a big limitation if it were true as each provider for the mentioned services would have to contact you first and get explicit permissions, so I am looking for clarification and you confirming that it is ok to provide the game server related services without your explicit permission.

Are game game server management tools and hosting services allowed to provide Windrose dedicated server management and/or Windrose dedicated server hosting features without your explicit permission?
