When did it start happening? Please, add some context. Are you playing on different PCs? Was it your first launch? Did it happen after a crash?

Please try this:

turn off steam cloud
backup and remove the folder C:\Users\User\AppData\Local\R5\Saved
Start the game - it should ask you to make a character. Do it, then close the game.
Turn on steam cloud saves. Let steam cloud sync and download the save from their server
It will show a conflict - choose the steam cloud version.
Launch the game

Will the problem persist?
