My friend cant connect to dedicated server

everyone are having these issues I see, so its the online connection to your own server or any other servers that doesn't work.
There are currently several connection problems, we compiled all the solutions we currently know here:

it would be awesome if your friedn could go throug the troubleshooting list, but also can you please ask him to do this for me:
Win + R - Enter "cmd"- press Enter
and paste these thees links in there (one by one, pressing enter after each time you enter a string) and show me screenshots afterwards:
