This is a main mission and i cannot progress the main story line

Please describe your issue in details.
You can't start boarding?
You can't finish boarding?
there is a quest NPC in the hold you have to talk to advance the quest

When you get to the location, it says to kill 7 sailors. You kill the seven and the ship sinks. Nothing else happens and the quest does not update

#

If there is another piece to the quest, then the instructions are not clear in the journal

You have to interact with quest objective in the hold once you win the boarding, but not finish the boarding session.

Correct. I think the issue is the quest objective is not particularly clear. It says to board the ship and then kill 7 sailors; however, if you hop off the ship and do not go below deck, you do not progress.
