Enemy NPCs get "stuck" inside hatch and do not exit, cannot be shot - therefore cannot complete boarding action.
Your ship gets stuck attached to the boarded gunboat vessel.

It's a known issue - apparently sailors are getting stuck if the exit hatch is being blocked (by combat or other means).
The only way to fix it for now is to restart the boarding (by jumping off the ship for 3 seconds, coming back and starting boarding again)

Tried to reset this way, it didn't appear to work (at least on co-operative mode). The friendly boarders were still gathered around the hatch so perhaps it caused the bug to persist? In the end we had to sail away from the boarding action in my co-op partners ketch until it despawned, thanks though
