#Dedicated Server Crashes - clients server listing greyed out

I setup a self hosted dedicated server and we have been playing on it for a few days.
The server crashed for the first time today while we were playing.
I restarted the server and was able to rejoin no problem, my friend though, the history of the server shows greyed out/offline.

I've run the FAQ connectivity commands and they showed correct from the dedicated server, I have to assume since I can rejoin fine its on his end and possibly the dedicated server.
Friend reinputs the code, and near instantly says unable to find server, the first time we both searched yesterday, it took a noticeable period to locate so instant response to not finding the server seems a notable thing.

They try to join me via steam friends, gets a message server not found.

They are not very networking technical

as mentioned, the first 2 days, we played just fine, then after the server crashed while we were both on and immediately restarted server, i could connect, he can;t.
I should also note, he can't join me through steam friends

I have also tried self hosted client to see if he could connect to my pc, that too is not found.

during the last demo, we played the entire demo self hosted from my pc no problem then

I'm not really familiar with it. Can he check anyhow (perhaps they have an app or a web sapce) if there are any sites taht are blocked for him?

we see some ISP are pulling windrose.support to blacklist thust blkcing players from connecting to each otehr, according ot the message above it looks like it could be the case

my isp is
CentruryLink which is/has transitioned to Quantum Fiber in the last year and a few months ago transitioned to AT&T just incase there something on my end that could be doing this

I'll pass it onto him, he's not very receptive to this troubleshooting and is playing other games waiting for it to hopefully resolve

he says he saw the server and is connecting, we were both able to join

I tried earlier enabling my vpn on my server, I was able to connect to the server still.

so kinda at a loss atm, probably just go back to square one and troubleshoot this as a server issue

Yeah still no luck. All the external port checkers say 3478 doesn't have the service available. I'm going to try seeing what happens if I blank out the install and install fresh. So frustrating that it was working and then that crash and lights out of

after mucking around the server and updating the dedicated server files. he was able to join
unsure if my edits did or if todays patched fixed it
the port checker websites still see port 3478 as closed/nothing so that seems like I was chasing my tail there.
