The rest of us have been able to progress past this step, including players who joined after this one. They have all of the materials for the repair as well as that main quest line.
When I logged in before them, the broken ship was not in the world. When they logged into the world, it appeared.
But they don't have the option to repair it when interacting.
Any tips? It seems like a shared quest bug or broken save data for that char.

The ship ashore is supposed to disappear for those that repaired it, so that's fine.
At which exact point in the quest is the user ?
Could you provide a screenshot of their Journal with this questline selected ?

Sorry but I was not able to get a screenshot, they had rescued the crew and only had to hand in the materials. We were able to brute force them past it by having a new character run up to that part and hand the mats in with them standing nearby

no, the player was able to get the quest update from someone else handing in, I think it was a specific quest/data bug on their player char
