The piers seem to only want to snap into surrounding objects instead of next to them.
You can bypass this by building with stone blocks 1 block into the structure and snapping into them, but adds an extra step for ever pier in that situation.
Seems most prevelant against different types of blocks besides piers. This doesn't happen in Quick Build if you get a good starting spot.
