Decrease the max level and increase it with opening of new maps

We are now having opinion on whether a class is strong when we look at videos of a 140 level character clearing 110 level monsters. This is not representative of what a class actually do when they just reach that level.

We need to decrease the max level to maybe last map's level suggestion + 10.
