Not sure I understand what this really brings competition wise.

You can basically already do the same with the current leaderboard.

Your systems brings a few issues however. I am pretty sure some people will just voluntarily stay in a certain bracket so that they can consistently be first in this bracket. Especially if it comes with rewards.

Also, this isn't pvp, so you don't really reclaim your spot, you just do the same dungeons as last week and that's it. And if someone does some higher dungeon, he would have been on front of you in both systems.

Another issue I can see is that all dungeons aren't done at the same difficulty. So what do you use to determine in which category a player should be ? Highest unlocked eternal ? Highest eternal done this week ?

I don't think trying to copy a pvp games ranking system in a game like Fellowship makes much sense

I also don't see how "Rank 10.000" and "Top 20% of Silvers" has any meaningful difference. Why would one be more motivating than the other?

Your position relative to other people is only superficial anyway. If anything the motivator would be to increase your own rating, which you would do regardless of whether it said 10k on the leaderboard or Silver 1 or whatever.

Divisions have meaning in a PvP game, as you have to actually progress through playing against- and proving you are better than other players in the same bracket. It typically comes with promotion series and all kinds of stuff to ensure that you deserve to be where you are. That doesn't really make sense in Fellowship: "Time 3/5 dungeons at this difficulty to proceed to the next bracket" is just telling people to play the game shrug

It also doesnt make sense because this game doesn't have skill based matchmaking. The whole point behind Elo systems like what the OP described with Bronze-Challenger, is so that players of similar skill play against each other. In this game, people just go into whatever difficulty of dungeon they want to.
