#Give a 1-minute que-dodger penalty to ... quedodgers!

You enter a que, 4 people, 1 person leaves, you que again! another 4 people, one of them you've already seen the name of! they leave again!

This continues on for whatever reason that person thinks dodging a que is fun for. So I'd say, put a 1 minute cooldown on them re-queing if they specifically "leave" the Dungeon Vote screen so that at least for the next 60 seconds, you wont be qued up with them anymore.
If people Leave for other reasons, chances are they'll need a 1 minute to check something or re-do gems or open the door or something so it wouldn't punish the people who do it for a good reason.
Unless I'm not seeing something... I'd love to be shown why people do this, for good reasons?

There's no way to queue for specific dungeons, so if the vote doesn't go the way of some people, they leave the ready check and try to queue again in the hope of getting it with their next group. The only way to get or avoid specific dungeons is to form a group on discord, which both takes significantly longer and is an extra step with different software (some people don't like searching outside the game at all, some people don't speak English, some people just don't want to join a certain server, etc.).

The behaviour is the result of not having a decent alternative to the main groupfinder in the game.

Rather than giving a specific and arbitrary punishment like that, I think it's more important to automatically put the rest back into queue (with priority since they were queued long enough to get a match - if someone from a group pre-queue leaves, the whole group leaves so it's not abusable), and excluding the player who left.

If you just assign a 1 minute penalty, all that'll happen is that you'll get matched with the same person one minute later. If it's the tank, anyway.

And obviously the aforementioned social system alternatives would alleviate the root cause of the problems rather than the symptoms

Scaling penalty. 1m first dodge on vote. 2m second. 5m third, with an in game link to the lfg discord for picky tanks.

No, they need to fix the system so people don’t have to play something they don’t want AND dont need to use outside of game systems to be able to play how they want.

Penalising problematic behaviour is only appropriate when those people actually have a viable alternative.

Viable alternative is making a group to que specific at the moment. sure it's not necesarily the best but it's also not the worst thing.

Viable alternatives include discord lfg, having/making friends, and just running what the built-in vote system chose. Being problematic here is 100% a choice.

Still needs fixing, mind.
