Well, any support is good in low ELO since basically anything will work in low ELO.

But if you want the highest chance of snowballing, any hook support will carry you out instantly because majority of players in low ELO have 0 clue how to go against them. It's not until Plat where players will start respecting them, but not often.

i’d say mage supports are good because it is much easier to solo carry since you have damage
