#How long before new servers back then opened up their outbound server change?

Only for those who played on Japan server at/near launch date (around March 15, 2016)

How long did it took for Riot to open up their server transfer going from Japan server to other servers (like EUW, NA, etc.) after launch day?

I'm currently getting server transfer window dates data that can be applicable for SEA once servers go live there by tomorrow SGT

Japan was the most recent server, so I'll mostly lock the question to them only.

Other regions, especially LAN, LAS, RU, and OCE; but played on/near launch date - you can also answer the question, but on your region's experience. data might not be accurate as these servers launched by 2013
