I left my fishing gear at the fishing spot and went somewhere else in my truck (to sell fish) and then drove back. When I arrived back at the fishing pier, some of my gear was under the pier (under water) . I can't pick it up underwater using the E key.

You can now grab objects underwater.
Maybe it's a bug. You should be able to hold that chair. Can you hold another object?
