This appears to be only visual, the buildings are still working (one is producing cores, the other is being assembled). I used the move tool to pick them up, and then canceled the move, while construction was partially complete. I don't think any construction progress got lost, just the hologram is incorrect.

well that's weird. moving (either finishing or cancelling the move) one of the functional but visually broken factories caused it to become visually complete but reset the build progress to zero, requiring new materials.
