First thing, you're using unholy shards, its much better to use the frost set. You're also missing 2 domination sockets for the other dps shards. Your gear is not great which explains some of it. You're using the obedience legendary without the marked for death talent, this is very suboptimal. You have a wasted mutilate combo point. Your bleeds could have more uptime as well.

based on your garrote casts it looks like you're aware of pandemic, but you're not utilizing it on rupture at some points, and just letting it drop

there's some big gaps around 2 min and 3:30 where it drops

the 2 min one you use cds and have more than enough finishers
so I would just try to focus on keeping it up more
trying to not tunnel into those envenoms
the uptime on envenom looks good, as does the energy waste

I would also look into theotar and dashing as a legendary

no worries, I'll do a tldr
tldr:
- frost set good
- weird potion, generally missing sockets/dom sockets/gear stuff
- using pandemic for your garrote/rupture more
- shiv on cooldown, regardless of anything
- cooldown usages (flag on high combo points, vanish during vend + shiv)

generally looks good
but changing the shiv mindset to just another debuff, really helped me
9 seconds on a 25 second cooldown is almost 40% uptime
which is pretty crazy
it's not like vendetta or vanish which is big damage on a short window
