Okay so besides vexie heroic (i know i had the worst cd rotation ever), am i misaligning cds a lot, am i not padding enough or is it something else thats causing my dmg to be sort of low?

you should always use a finisher after flag to stack it asap
you can evade his red circle (that's why you had to racial and lost a global during your opener)

Afaik, it's neutral to only do that during your flag window and ignore it outside
But might be better for your muscle memory to always do it

To that btw i tried to get my cds rolling without wasting time, a few pulls i just intentionally got stunned so i can racial and then shadowstep
