so, you started the pull with a single roll the bones buff
and then loaded dice is active from adrenaline rush
this is our 'reroll rule', when you have 1 buff and loaded dice active. so when roll the bones comes off cooldown, you should have immediately rerolled that 1 buff into 2 buffs,.but i think you did it a bit late (cant observe roll the bones cooldown from logs)
this is a common thing for outlaw, delaying cooldowns just a little bit and then it adds up
oh, i found a major thing
so all this time, you had a pistol shot proc active
but you are using sinister strike
for this build, pistol shot procs always have a higher priority than sinister strike
cause they are used to then proc ambush
What causes the pistol proc
