i feel like you are not using blade flurry as a builder in stealth
5+ it is safe to slam it
at 3-4 targets you should technically only use blade flurry if you are missing cp equal to the amount it will give you
but blizzard broke the ability to see how many targets are within blade flurry range so its a bit difficult to just know that
I can definitely work on using BF more in packs
Anything else stand out? I'm only on my second week playing so assume there are more gaps
remember you can consume pistol shot procs in stealth if you have low cp and broadside active from roll the bones
"consume the proc" is just using pistol shot when the proc is active

your rotation is fairly sound so i assume a lot of issues are just melee dps things
there is a lot of skill in having high uptime
while dealing with movement

How about my gear? I was wondering if it's poorly optimized as I know Vers/Crit is the prioirty on Outlaw
like this 2nd boss, unless you get targeted by the eyebeam im not sure what would make you run around and lose uptime
dont forget about grapple hook and shadowstep
your gear is okay, without 4 set tier outlaw is a bit inconsistent in output
also nothing is enchanted
at least always try to have sophic devotion 3 on weapons
and your necklace
you can buy these tiered medallion things to put 3 sockets in them
every necklace can always have 3 sockets

btw, i use this macro to have grappling hook and shadowstep on the same key
/cast [@mouseover, exists] Shadowstep
/stopmacro [@mouseover, exists]
/cast [@cursor] Grappling Hook```
which will cast shadow step if your mouse is hovering a target/player, if not then grapple
[@cursor] makes it so grapple will cast at your cursor automatically instead of having to press then click
