easy stuff first:
gear issues - you should triple socket the neck at minimum it'll belike 5k gold + the gems at worst. IF you have old 2pc, you might get more milage out of 2p2p than 4pc, sim it to check. 408 chest is just really low ilvl and the 4pc isnt amazing. Are you running the toxic patch at all? I dont see it anywhere, it's probably worth upgrading the hat to include it if it doesnt even without an enchanted aspect to 447 it.
cooldown usage - in 25 minute you used tornado 9 times, thats ~16 less than id expect. you're also delaying your flgas a lot. Its kinda hard to judge m+ cd usage cause of the downtime etc, but you're pretty consistently turning your 90s cd into a 2 minute + cd. Both of these CDs are gains if you're sending them on cd. Use them more , yes even in st, or swap to a DB build. You can use vanish to build flag stacks in ST if your dance isnt up. Worry about valuable uses after you're consistently actually using the cds. ST Nado usage should look something like Nado->finisher (proc)->builder (proc)->finisher(proc)->builder(proc)->finisher.
ye i got the patch now and the chest is the best i could get. i was curious about the nado ST rotation so that helps a lot
and the vanish for building flag stacks is a pog suggestion
in aoe your dance looks like this, theres a lot wong here.

You're stacking dance and symbols; this wastes sod uptime from th 2pc, you generally want to send sod when theres a few seconds left on the buff. #subtlety-faq should have the exact numbers in the optimization section

Theres a huuuuuuuge nearly 2 second delay before you do anything here specifically. this isnt the case always but you are delaying often. Obviously we want to fit as much damage into this window as we can so delaying globals is very bad

first damaging attakc is sec tech; in aoe it should be finisher->spin->sectech->shadow strike OR spin->finisher->shadowstrike->sectech, depending on the amount of CP you enter dance with.
delaying the sec tech builds DM stacks
similar issue in ST;
- You're stacking Sod and dance again
- you're delaying that first global again
- You should hold your tea charges for when you start choking on energy. the mastery gain isnt very impactful in ST - feel free to do it like this if you would cap charges though.
- that 3rd shadow strike should be GB, for DM stacks
Dances in ST w/o TFD are a liiiiitle more complicated but it boils down to 3 rules:

Low CP dance: Shadowstrike->evis->shadowstrike->sectech->

High Cp dance: evis->shadowstrike->sectech->strike

If you're at 5 or less CP going into the sectech, you can GB for CP once to build up the DM Stack.
RE: tea usage - imagine if you ust had 100 energy here
the two biggest thing you could do foryour dps rn is absolutely hammer the dance sequences into your hands, refernce #subtlety-faq for details; and remove tyour SoD dance macro - its costing you a lot of sod uptime
but the dance sequence is hampering other parts of your rotation as well
for exmaple: this flag starts at 1 stack, and then we send our strongest finisher into it immediately. If we instead followed the dance rotation it woulda been boosted by ~14 or so more stacks of mastery amp, plus the extra DM damage
And you'll see this lost damage reflected in your overalls compared to any sub rogue following those rotations, your Sec tech damage is anemic because of it

send it as your 2nd finisher, should be your rule of thumb, basically
theres some wiggle room, especially in AoE; but delaying it to your second finisher is on its own nearly a 10% damage gain on your strongest attack
2pc gives 6 seconds of sod; symbols maxes out at 12seconds. Using it together like that gimps you out of 4seconds of sod every cast

I would recomend against macroing symbols
also should i be using 2 separate keybinds for gb and sstrike?
Its used often enough and modularly enough that it really just sorta needs its own button
I have a shadow dance macro that basically becomes GB in stealth stances, and a GB/SS macro that swaps between the two. you dont NEED a seperate button, but you can sometimes get gimmicked by the slow barswitching speed so most people seperate them in someway
the way i do it lets me just double press my dance button when i need to GB as first global
which removes the issue of the slow bar switching
