well, i didnt look at the rotation yet, but gear is certainly important for parsing, especially this late into the tier

Well I usually look at by-lvl % instead, so it is less dependent on your gear lvl. Which is still low.
From what I can see, doing 40K on terros with 407-ilvl is indeed a bit low, even without the uber ring.
You seem to be casting SS a lot.
Typically Ambush to SS ratio should be somewhere between 3:1 to 4:1. Yours is more like 1:1.
That implies you're missing some ambush chances.

you should not be casting sinister strike when vanish or shadow dance are off cooldown
this build really like to press Ambush, and using Fan the Hammer to proc ambush
As soon as you don't have the ambush proc, and have 3 or less fan the hammer stacks, you should immediately Vanish into Ambush
And if you dont have the ambush proc and have no Fan the hammer stacks, you should immediately Shadow Dance into Ambush
So sinister strike only happens when you have no ambush proc, no fan the hammer, no vanish, no dance
You keep using finishers at 5cp or less which is a massive dps loss
Only use finishers at 6cp or higher -- even at 5cp you should press the appropriate builder, most commonly ambush
You should press blade rush as soon as you dip below 50% energy

I'm seeing some stray pistol shots on the earlier bosses
i dont get the impression you are out of range so make sure pistol shot is only used when fan the hammer is active
Also you are using the Greenskins Wickers talent which is fallen out of the meta
It is common to remove Greenskins for 1 point into Count the Odds
if you do continue to use Greenskins, then you should be aware that casting Between the Eyes will cause Pistol Shot to glow as if Fan the Hammer is active but it's not
this is perhaps tricking you into casting a naked pistol shot sometimes

and never without
otherwise you'd have to use SS

managing vanish/shadowdance to help prevent the situation where you are forced to use SS is really useful to get used to
just make Weakauras to track your current RTB buffs, CP, Audacity, Opportunity and that should be enough to help you keep full track of your rotation
