For 2nd exang rotation

ideally you'd have ER up for 2nd exsang

slap an exsang -> rup -> exsang

#

but if you don't

#

you'd essentially vanish > gar > rupture > gar > exsang

#

assuming you can get a full rupture out of it

#

if not, you'd just build to max-1 and rupture again

then send exsang
