Right off the bat I noticed that you don't have enchants on your weapons. Double sophic is about 2-3k dps just there. Even if its the dirt cheap sophic writs you'll see a big jump in performance just by getting those enchanted
your gear's also holding you back a bit, but that's okay I wouldn't stress about that part. Gear will come with time
but right off the rip you're also missing a big jump in damage from crafted gear
I would craft an elemental lariat ASAP and a dagger (without embellishment because there's legit no point in wasting gold on recrafts for .7%-0.8% dps increases)
if you're doing 16s, you can get them to 418 ideally and they'll skyrocket your damage
your bleed uptimes are solid
your combo point waste is minimal, which is fantastic
energy waste is a little high, but I suspect that you're probably not 100% comfortable with the spec so you may be a little bit delayed in GCDs which is okay
because that'll fix itself the more comfortable you get with the 50 million changes to talent sets we've had over the last month lol
so with the changes that came this past reset, you'd play a slightly different talent build than you do now
but it's also a lot easier to play
so keep that in mind going forward, with the latest talent build (I can post it in here if you'd like):
Your opener will be: garrote -> slice and dice -> garrote -> bonespike -> rupture
then moving on from there will depend on whether you want to play exsanguinate or not
which I'm ngl is a big chunk of damage if you choose not to take it, but can also make life a lot easier
so I'll wait for you to lmk if you plan on playing exsang or not and then I can give you an opener script that you can hammer into muscle memory
and get you on your way to performing well 
awesome! I am planning on not using exang yet until i get my 4 set. I also was wondering if it was just my enchants/pots/runes/etc that i wasnt using that was holding me back. before switching to assassination i played Outlaw very well for the past couple expansions. I wanted a slower paced rotation so I am kinda new to the spec. But being so low in the parses, i was wanting to make sure that rotation was not severely incorrect. Since requesting this, i already have gotten all my enchants, and i now have my 2 set. I will work on getting lariat and crafted daggers.

yeah enchants are actually a huge source of dps
this is what i got now
exited to finally have my 2 piece

also remember to use buzzing runes or the whetstones for some extra dps
they're not super expensive
and are also a ton of free damage
yeah i got a bunch of those, and phials and combat pots
then you're ready to pump, just do that opener, and follow the basics
with the new build (minus exsang) your garrotes will give you 3cp
so garrote -> snd -> garrote > bonespike > rupture will give you a chonky rupture
then just ER into an envenom
and then hit deathmark and go at it
will do!
when I looked at your bleed uptime and saw that it was high I knew that it had to be a lil more than just mistakes
it was for sure gear + enchants and stuff like that
and if you have any questions moving forward, like when you feel comfy adding exsang into the rotation

exang just doesnt feel like it have a place or synergy in our rotation
right now a few things to keep in mind, is try to do a good chunk of 11s-15s to craft a 405 dagger + a 405 lariat
and you'll see your damage SKYROCKET
yeah exsang's a clunky ability for sure
and most people hate it for that reason
plus on top of the fact that unless you come in here or do some deep diving you won't really ever figure out how to utilize it to its max
just super unintuitive
now with exang, i shouldnt be refreshing rupture or garrote until the end of it right? cause it would overwrite the exang empowered one?
