I guess I can help out as there are pretty common errors that I can spot.

I mostly looked at the Shriekwing fight, but also checked the Council a bit.

For Shriekwing, it looks like you are out of auto attack range for 50% of the first 2 min. I tried looking at the replay, but I don't really get why you are running around and spamming pistol shot. It looks like you are soaking the fated thing, but it should take you less time to sprint and grapple to it and back.

Outlaw has a lot of small optimization rules that stack on each other. You shouldn't use opportunity procs on high energy, you shouldn't also use blade rush on ST on high energy. Also you shouldn't use blade rush during Flag unless you are out of energy. From what I can see you often use them on CD.
BtE shouldn't be slammed on CD as well. Use it on CD only if you have RP(the crit) dice, otherwise use it when the debuff is about to fall off and spam Dispatch instead.
Combo Points: You have a lot of wasted combo points, this usually happens when you try to always build to Max CP before finishing. There are two finishing rules:
If you have broadside buff from dice up , finish at MAX CP - 1(With Deeper talent in your case that is 5 combo points)
If you have blunderbuss proc from legendary, finish at Max CP -1 or Max CP -2( So in your case 4 CP and above)
In these cases if you decide to press another SS or Pistol shot, you will waste some of the generated CP and also waste potential blunderbuss proc.
Apart from that you build to max CP and finish.
Opener: You should Ambush -> Vanish -> Ambush -> build more CP if not enough for finisher condition -> BtE -> build for finisher condition -> SnD - > build -> spend
On Shriekwing, you use flag after your first ambush and then you vanish and ambush again, you waste seconds of flag this way, your first spell cast after flag should always be finisher(BtE for the opener). Also after that you press 1 SS and use SnD on only 3 CP, you shouldn't do that as well, build to the correct finisher condition and then SnD.
On council you use Blade Flurry in the opener and refresh it after that. Blade flurry does nothing on that fight before the little waiters come in. Any cleave you deal to the non priority bosses is healed. That dmg is also deleted from Details/Logs. You lose a lot of dps from using BF that fight.

I assume you know what buffs when to reroll, so I haven't looked into that. There are few moments where your SnD drops and some moments when you have no dice buffs. That might be an error on your part, but it's also possible that due to the above things you were out of energy/cp and didn't have the CD reduction to reroll.

A lot of the errors that I’m aware of come from a panic, like oh shit I need to get snd up but I want to get back to dispatching, but I guess in the end that costs me quite a bit.

Outlaw is definitely a spec that takes good amount of hours to build your muscle memory and to feel comfortable with it in any scenario. And pretty much for any spec out there, the biggest DPS increase is knowing the fight you are doing in and out so that you are not surprised by anything during it leading to bad choices.

Also, it's a good thing if you notice during the fight "I pressed SS when I should have spent" , "I should have used SnD here not Dispatch" and stuff like that. But keep in mind that most things I've listed they happen to everyone from time to time. If you notice your mistakes while you play, you'll fix them faster, but don't get tilted or panic just because you notice fucking up. If you screw up one of the many minor optimizations you lose some dps, but if you are aware of it and don't constantly repeat it, it won't matter much.
