I just watched some vods of the top sin rogue on raider io and when doing aoe damage he seems to prioritize elaborate planning uptime over using his combo points meaning he would spam fok only until its time to refresh elaborate planning ignoring the fact that he is wasting combo points. regarding the "when to keep spamming fok over using cp for envenom" question, it depends on the amount of eb and crit you have, which is why its usually a good idea to track your current critrate
theres certain breakpoints based on those factors where spamming fok becomes better
the old numbers we had, that was before corruptions were a thing, was 6targets with 3eb, 8targets with 2eb, and those were at 40% crit
you usually have around 60-70% crit these days however, and strikethrough further boosts eb value (due to EB always critting) so youre more likely to already start spamming fok even at 4-5targets
