Pretty sure the IS thing is just a tooltip bug
Tested it in-game just now and the damage seems fine
They have borked the tooltip to be based on AP or something funky that is not right at all

Yesterday i've hit 120 and now i'm 430 ilvl-ish. But what i discovered is that on the same ilvl as an outlaw i hit much more on both SE and AoE. Bc i want to raid on this assa would be a much better option, so i should do m+'s as assa. Do you have any tips?

Assa is actually does pretty well in M+ and cleave with the right talents and azerite. It's just overshadowed at the high end by outlaw. But the playstyle is much easier for assa an much more accessible to new players, it also gives you a bit more single target damage
