Depends on group pulls really. If you doing fatty pulls 3EB otherwise 3SS. Right now most groups are still getting their bearing for new difficulty and affix so groups are usually smaller.
Also fortified is better for 3EB.

I could imagine every tier of every trait has the same proc chance. For example: When you roll corruption on an item it picks 1 from all available. But since there is 3 tiers of EV you have 3 times higher chance for EV than for gushing wound.
