There isn't any accurate way to sim properly for m+ as the variables alone are so many: comps, individual play styles, player errors etc. But it's one of the more accurate ways available.
You'll be closer to your dungeon slice sim that a hectic add cleave, but again, the variables for m+ sims is massive.

I only run M+. dungeon slice says that the GCB + dice are the best options. but I need to discount the value of GCB a bit because I usually don't get the full value of it in a real situation. is there a way to figure out what GCB is worth if I assume I only get to stand inside the circle for maybe 50% of the time?

CT vs PB is mainly down to your group, the dungeon itself and your pull sizes, with PB naturally having an edge in boss fights.
It's mainly the combination of affixes and dungeons that favour one or the other. High Tyr KR/Temple favour PB in general, due to low pulls and harder bosses.
In terms of Exsang vs TB; Exsang wins since it works well with SS traits and it's only 1 global on your priority target for some burst damage and extra energy.
TB usually locks you to that target to gain the most out of it.
