There is no specific week or affix that makes one or the other more viable.
CT vs PB is mainly down to your group, the dungeon itself and your pull sizes, with PB naturally having an edge in boss fights.
It's mainly the combination of affixes and dungeons that favour one or the other. High Tyr KR/Temple favour PB in general, due to low pulls and harder bosses.
In terms of Exsang vs TB; Exsang wins since it works well with SS traits and it's only 1 global on your priority target for some burst damage and extra energy.
TB usually locks you to that target to gain the most out of it.

Smaller pulls (and tighter grouping) and/or more emphasis on bosses favour PB

Something like KR is where you'll probably want PB, since you won't get good CT value on more than a couple of the pulls

its supposed to starve on resources on singletarget, but our damage capabilities are balanced around that shortage of energy and CP

that way, we scale well into aoe, where we generate more resources

legion assa had much more base energy regen to work with, and thus sucked on aoe because our abilities hit like wet noodles. and they had to, cause we used them much more often on singletarget so they couldnt hit harder, without us being op in singletarget

so the current gameplay on singletarget is a necessity in order for assa to have meaningful aoe capabilities

if you actually want to minmax for m+, you drop all haste and just focus on improving your aoe damage, since thats what you spend most of your time with. if you dont care too much about min-maxing however, you can still run 10 or 15% haste

Unless it has been changed, exs is one of those situations where it will snapshot your haste at the time of cast. I don't remember seeing that being changed, though I could be wrong. Every other point in your rotation bleeds will update dynamically.

But you can only reasonably keep so many up at once and also need to consider if there's a priority target you should focus envenoms into

Also, 5+targets CT spam is a DPS increase. So basically, it just depends on situation

Something interesting I just did. I simmed human rogue same traits, same gear, vs. night elf rogue, same traits, same gear in dungeon slice. On hero damage with exsg and m+ setup it shows nightelf (night) as .5% more damage over human, but the sim actually shows 2.14% higher for dungeon slice

so it seems night elf is better in m+ than the standard sims are showing on race comparison
