I don't think it's as black/white as you think it is. Every pull of every trash pack can have multiple different variables to it. You can't compare yourself to another group, even if you have the same comp or do the same pulls. It's player skill more than gear.

I just don't think being able to do a M+ 20 right now is honestly intentional with our current gear level. But some players/groups are extremely good, dedicate their time/effort towards it, and probably have been a bit lucky in terms of RNG loot drops to achieve it. However, i don't think its a level you should be trying to achieve as its very dependent on RNG factors that may be out of your hands.

I think the issue is not with balancing of gear/class/specs itself, but the balancing of the exponential difficulty curve of M+ and it being a never-ending progression. You can never beat M+, there is no M+ ceiling and therefore the difficulty will be harder and harder and require better gear than it is to obtain
