Usually by the time your empowered garrotes wear off, you have enough ruptures out that you don’t need to add more garrotes for the energy and the damage/CP generation isn’t worth using garrote over FoK.
If you have vanish up and stuff will live long enough, then getting more empowered garrotes out is worth it.

Its generally better to try to time it with how fast they die, but you get slightly less punished if they die to fast as you get the energy that you would've gotten back anyway

Somebody told me that 1k haste is jsut the right amount and everything after is excessive, how true is that? Also does it apply to all these different dynamics eg raiding/m+/pvp, if not care to elaborate the haste go to number on 3 of those. I assume raiding should be less since you'll be getting reorg array haste. I'm sitting on 1300 atm. Anyone do Assassination in M+ here? I'm having trouble figuring out when and on what I should be using vendetta (and cooldowns in general) vs trash. My general plan is "if im not fighting a boss in 2 mins, pop vendetta on the big guy" but I really cant tell if I'm missing something obvious
