using an unbuffed garrote on a new target made the previous ones lose the SS bonus because of the bug, whereas doing it on the same one just removed the snapshotted subterfuge/ss bonus because thats how dots work with ss/subter

result is the same, one of them is intended behaviour, the other one is, or rather was, a bug
