Outlaw has great cleave and is almost passive with the way blade flurry works, which makes focusing on important interrupts and machanics on trash a bit easier aslong as you know the single target rotations pretty well. Assa still has strong bleeds with 3x SS and has good consistent boss damage but can be a lot to manage until your used to it while doing mechanics on trash. Sub has excellent burst phases and can use aoe situations to nuke priority targets, so it depends how your group is killing trash

Currently still bugged. Applying 1-3 Garrotes in Subterfuge, and then applying another Garrote outside of Subterfuge, all of your Subterfuge-empowered Garrotes lose the Shrouded Suffocation multiplier, However the Subterfuge multiplier still remains.
Advised to not cast unbuffed Garrotes to avoid losing SS trait damage bonuses until this has been fixed.

and I have no SS traits currently and subterfuge is still a clear winner so I can only guess that with even 1x ss subterfuge always wins regardless if you ahve ss traits you should just take it
