@zealous lily anything less than 1% is your discretion. Use your brain and think about the fight styles. Any sim with Sephuz is not using the proc. aka if you can proc it will be better. If it is telling you to gem mastery, then you are probably running MP instead of EP.
If it is having you gem mastery, then you are probably going to miss out on some cleave damage in 2T fights like Coven.

i think it's just cause healers havent adjusted to tanks having shitty self heal now and ppl just got used to having op artifacts so they keep making mistakes and dying

What i do . . . is run stat weights on my best gear set (based on feely craft).
Use pawn to adjust this or that
Use best trinket lists to adjust this or that
Then sim and update weights again.
Then adjust 1 or 2 pieces max.
Then sim across the other talent build options. See if there is a gain.
If the one you have is best so far, then sim across all your trinkets, locking the raid one.
Once you get your best trinket. sim across all your trinkets locking the other one.
