The Vanish ~> Garrote is assuming you have Subterfuge chosen I assume.
and no shoulders.
In that case ENV and Rupture don't gain anything from the Vanish or being in Stealth.
and with Subterfuge you want to refresh Garrote within the three second window and doing so at the beginning of the reStealth works just as well as any other time.

Well. Assuming you have the gear for both.
I play mpTB shoulder bracer on m+ and argus.
Exang on the st and the 2T cleaves. And kingo for the add windows.
But don't try to do what I do.
Just pick what sims best by far. Then get better relics and bump it up a little more.
Like 3dp 3ma.
