the problem is outlaw should pretty much never be wielding matching weapons.
if it wouldn't have involved making a whole new weapon type, outlaw should have been wielding a 1-h sword and a 1-h gun.
survival hunters should also use those 1-h guns, and carry a 2-h spear in 1 hand.
1h guns would fix so many things.
also, I want to see marksman hunter dual wielding 1h guns.

I think conceptually it was like an ability that wasn't intended to get used so frequently, so a one-off ability that makes a weapon appear out of nowhere is no big deal(sort of)... but it's pretty much part of the rotation for each of those classes, it's damage should be based on an actual weapon.

if you did outlaw pre 7.2 like i did, with the 6 dice and some really bad buffs roll the bones, that was by far the hardest, had already done the other 2 in no time, needed 2 sextuple buffs to complete the outlaw one after over 100 tries
