Not entirely sure this is a bug, but at the very least seems very inconsistent to me.
Playing on the 6th layer of Limbo, specifically with the Prudent Jellyfish Lucid Dream which is supposed to make cooldown reduction from Memory haste converge to 50% base cooldown, I noticed equipping an Essence of Efficiency (supposed to provide 23 Memory Haste or 19% cooldown reduction) reduced the cooldown of my Hemorrhage from 3.3 to 2.6 seconds, which accounting for rounding matches that supposed -19% reduction.
That value, however, has two issues:
- it seems separate from the regular Memory Haste, stacking reduction multiplicatively instead of adding Memory Haste together - this is fine if intended but can be confusing,
- it does not converge to 50% with the Prudent Jellyfish Lucid Dream (the expected value, if it was converging to 50% even with the above, would be ~3 seconds).
So I see three options here:
- it might be bugged, not converging properly to 50% of base cooldown and instead converging to zero, or
- the part about Memory Haste is pure flavor text, in which case it should probably be removed, or
- the debuff from the Prudent Jellyfish Lucid Dream may not be intended to apply to Essences, which would be weird because the debuff applies to a number of other Essences such as Momentum (-X seconds on attack), Metal (-X seconds on kill)
, or Flow (-X% seconds on dealing Light damage).
Either way, it is strange to me that only some cooldown-reducing Essences are affected by that Lucid Dream and that may be problematic for balance.
I suspect the Essence of Paranoia, which uses the same wording, works the same way. Curiously, however, the Essence of Inversion reduces cooldown by X% without mentioning Memory Haste at all, while the Essence of Panic grants Memory Haste to a single Memory but does not mention the exact % reduction. Whether the above is intended or not, this could use a clean up to make sure all of those effects are worded and behave consistently.
