Yubar's Tranquility has a passive unlock Song of Stars that's supposed to increase Tranqulity cooldown and reduce other cooldowns. But Tranquility already reduces cooldowns by default and adding the SoS upgrade does not make it reduce other cooldowns any further.

I think song of stars is supposed to allow tranquility to lower the cooldowns for essences, as well as memories
like how essence of shatter has a 10 second cooldown
