I have kobolds set up and at level 1 they are using all of the attacks set up at higher levels. Most of the enemies are doing this as well but not all of the different ones.

Looking at the code, it's also true of NPCs!
This is fixed in the hotfix that's coming in maybe 30 minutes. 🙂
